At the invitation of President of the People's Republic of China Xi Jinping, President of the Russian Federation Vladimir Putin paid a state visit to the People's Republic of China on May 16-17, 2024 . The two heads of state held official talks in Beijing and jointly attended the opening ceremony of the Year of Chinese-Russian Culture 2024-2025 and a special concert on the 75th anniversary of the establishment of diplomatic relations between China and Russia. Premier Li Qiang of the State Council of the People's Republic of China and Russian President Vladimir Putin held a meeting.
In article VIII of the Russian-Chinese Joint Declaration, it is emphasized that
The Parties take measures to combat climate change and reaffirm their commitment to the objectives, principles and institutional framework of the United Nations Framework Convention on Climate Change and its Paris Agreement, in particular the principle of common but differentiated responsibilities. The Parties emphasize that the financial support provided by developed countries to developing countries is essential for slowing down the increase in the global average temperature and adapting to the negative impacts of global climate change. The Parties oppose the creation of trade barriers and the linking of climate issues to threats to international peace and security on the grounds of combating climate change.
The two sides appreciate the Kunming-Montreal Global Biodiversity Framework adopted at the fifteenth meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity (COP 15) under the auspices of the Chinese side, and are willing to promote the harmonious development of mankind and nature, and to contribute to global sustainable development.
The two sides are determined to intensify their efforts to combat plastic waste pollution on the basis of respect for the national conditions and sovereignty of each country, and to work with all parties to develop a legally binding instrument to address environmental pollution, including marine pollution, caused by plastic waste.
The two sides express their grave concern over Japan's discharge of Fukushima-contaminated water into the sea, and call upon Japan to dispose of the Fukushima-contaminated water safely and responsibly, to accept rigorous international monitoring, and to respect the request of the countries concerned to carry out independent monitoring.
