Italy confirms postponement of plastic tax until 2023

After being passed by the Senate on Christmas Eve, Italy's Budget Law 2022 was passed by the Chamber of Deputies with a vote of confidence (355 votes in favor, 45 against). 

With the completion of the parliamentary procedure, the plastic tax and the sugar tax were postponed until 2023, as these tax measures were strongly criticized by the plastics industry. In response, 650 million euros have been allocated to cover the revenue shortfall.


Plastic tax 


Enacted in accordance with the Budget Act of 2020 and formally effective on January 1, 2020, postponed once to July 1, 2021 and a second time to January 1, 2022. Compounded and partially recycled plastics that comply with UNI EN 13432, as well as all medical device and pharmaceutical packaging, are not taxed.

According to the standard plastic tax, every ton of disposable plastic products produced or imported by enterprises will pay a tax of 450 euros per ton (contract 3244 yuan), and this cost increase is expected to be passed on to consumers to pay. 

A similar tax proposed for the Spanish market in July 2021 is also thought to have been postponed to the beginning of 2022, Spanish R-PET sources have revealed. 

The UK will levy a plastic packaging tax of £200/ton (contract 1,721 RMB) from April 1, 2022.

From July 3, 2021, the EU's plastic ban comes into effect, stipulating a ban on single-use plastic products with non-plastic alternatives, including disposable plastic plates, cutlery, straws, balloon sticks, etc. 

However, the EU also gives a buffer time for the implementation of the policy, from the date of entry into force of the ban, the member states should be no later than 2 years to ensure the implementation of the ban in their countries through domestic regulations, businesses will have a period of up to 12 months to clear inventory.
